Barry Baughier, Senior Managing Consultant  
Barry Baughier joined PFM in 2009 and is based in the Dallas office. Barry has experience working with local governments throughout Texas, ranging from cities, counties, school districts, universities, colleges, and special districts. He assists his clients in identifying both short term and long-term investment options, while working with client portfolios ranging from $10 million to over $1 billion. Barry has helped structure client’s portfolios for bond proceeds investing, operating and reserve funds, and contractual obligations. He also assists clients with cash flow forecasting in order to add value to portfolio performance. He has been a member of the Government Finance Officers’ Association of Texas (GFOAT), the Texas Association of School Business Officials (TASBO), and the Government Treasurers’ Organization of Texas (GTOT). He has taught PFIA training courses throughout the state with topics ranging from Cash Flow Forecasting to Investment Strategy Implementation.

Mr. Baughier earned a Bachelor and Master's degree from Texas A&M University-Commerce. Mr. Baughier currently holds FINRA Series 6 & 63 licenses.

 
Nathan Smith, Senior Managing Consultant 
Nathan Smith joined PFM in 2019 as a senior managing consultant, providing investment advisory services to school and other municipal clients in Texas.

Prior to joining PFM, Nathan worked for a registered broker-dealer, providing sales and advisory services to Texas local government investors. Prior to that, Nathan worked for a Texas based investment advisory firm as a portfolio/relationship manager to local Texas governments, and began his public investment career as a financial analyst at the Lower Colorado River Authority (LCRA).

After four years in the U.S. Marine Corps, Nathan earned his Bachelor of Business Administration from LeTourneau University and Master of Industrial Distribution from Texas A&M University.  

 

 
Ed Polansky, Key Account Manager 
Edward Polansky joined PFM in 2013 and is a key account manager for PFM’s Client Services Group, where he provides customer service in everyday functions such as onboarding and new client administration. He serves as a client advocate, providing a "high touch, high value" experience, whatever the client’s needs may be.

Prior to joining PFM, Ed worked at Vanguard for 16 years, most recently serving as a client relationship manager where he managed a personal "book of business" of institutional clients. 

Ed holds a Bachelor of Science Degree in Business with a focus in Finance from Rider University. He also holds a Masters in Business Administration from Pennsylvania State University. His credentials include Series 6 and 63 registrations with the Financial Industry Regulatory Authority (FINRA).

 
Shelly Ilgenfritz, Client Consultant 
Shelly Ilgenfritz is a Client Consultant for PFM’s Client Service3s Group. She has been with PFM since 2017. Shelly’s primary responsibility is to serve the TexasTERM investors by addressing clients’ needs, onboarding new relationships, and to serve as a client advocate.

She is a graduate of York College where she received a Bachelor of Science degree in Biology. She holds FINNRA Series 6 and 63 licenses.

 
 
Nelson Bush, Managing Director 
Nelson Bush is a Managing Director at PFMAM. Mr. Bush has overall responsibility for managing TexasTERM, ensuring that investors receive the highest level of service, reports to the participant advisory board.

Mr. Bush holds a BA in Accounting from York College of Pennsylvania. He also holds Series 6, Series 63 and Series 52 licenses with the Financial Regulatory Authority (FINRA).



 
 
Marty Margolis, Managing Director 
 Mr. Margolis is responsible for overseeing all of PFM's investment management engagements. He is a pioneer in developing pooled operating funds and bond proceeds investment programs for public agencies. Prior to founding PFM's Investment Advisory Group, Mr. Margolis served as Special Assistant to the Governor and Director of Program Development in Pennsylvania.

Mr. Margolis holds a BA in History from University of Pennsylvania and was a Social Sciences Research Fellow at Harvard. Mr. Margolis holds the following FINRA licenses: Series 6, 26, 52, 53 and 63.

 
Michael Varano, Managing Director 
Mr. Varano is responsible for managing fixed income portfolios, including TexasTERM and other PFM short-term investment pools. Prior to joining PFM, Mr. Varano was a Cash and Investment Manager at Pennsylvania Blue Shield and Geisinger System.

He holds a BA in Business/Accounting from Bloomsburg University, Bloomsburg, Pennsylvania. Mr. Varano holds the following FINRA licenses: Series 6, 52 and 63.

 
Kerri Staub, Director 
Kerri Staub Muskin joined PFM in 2007 and is a senior portfolio manager in PFM’s asset management business. She is a member of the portfolio management team that oversees short duration fixed income assets for public entities throughout the country. Her team is responsible for the firm’s SEC-registered 2a-7 money market mutual fund, local government investment pool (LGIP) portfolios and short duration separately managed accounts. Kerri is also the primary portfolio manager of the LGIP’s TERM programs and bond proceeds accounts.

Ms. Staub holds a Bachelor of Science in Business Administration degree from Pennsylvania State University.
